The rules

  • The rule applies to personal developer accounts created after November 13, 2023.
  • At least 12 testers must be opted in to your closed test when you apply.
  • They must have been opted in continuously for the preceding 14 days.
  • A tester who opts out before 14 days does not count. If they opt back in, their 14 days must be consecutive: the count starts again.
  • Reaching 12 testers for 14 days lets you apply; it does not guarantee approval. Google may ask you to keep testing, for example if tester engagement was too low.

How the date is calculated

The day 12 testers are opted in counts as day 1. The 14 days are complete at the end of day 14, so you can apply the next day.

Example: 12 testers opted in on the 1st of the month, you can apply on the 15th. With a 7-day review, expect an answer around the 22nd.

If a tester leaves and you drop below 12, replace them quickly and run the tool again with the new tester's opt-in date.
